I don't think so. I think the appeal of battle shounen is imagining new characters, perhaps your own, perhaps even you existing in the world. There's no reason to do that with Dragon Ball since no one besides Goku matters and everyone has literally the exact same abilities.

That is quite a statement. Dragon Ball had very few rules, and even then, Toriyama broke them all the time. Araki is famous for this, but it's also more expected since the series is longer and full of crazier shit. Also, a lot of the "Araki forgot" stuff is honestly just fans being retarded.

Actually, the truth is maybe worse. Moments that feel like asspulls are actually usually planned by Araki ahead of time, especially if it's the climax. The reason is because, as much as people like Stands for their highly specific abilities and the puzzlebox design of conflicts the series has become famous for, Araki actually doesn't care as much about that stuff. He actually likes it when characters break the rules and overcomes nonsense with more nonsense. That's why almost every part ends in shit that fans just roll their eyes at. For Araki, those are what he considers the best moments.
This is actually very common in battle shounen. I don't know if it's a Japanese thing or a "this is literally a story for 13-year olds" thing, but authors never seem to think they have to make the hero's victory mechanically believable. The hero wins because...they're the hero! Duh. That's it. And isn't that so much more powerful? No, it isn't, but they think it is.
