Excadrill's my eternal bro, and I'm gonna enjoy using his Mega, but you're right that he doesn't need it. Maybe he gets some extra Speed or an Ability that doesn't make him dependent on Sandstorm, but now you're just making a good mon slightly better while potentially ignoring something that could have used it more.
