Dukat was a great villain because Alaimo played him 100% as someone who thought they were the hero, at least up to the last season went the whole show went to shit. It's rare to see a bad guy who thinks he's the good guy not being played as an antihero but just as a genuine villain with his own interests and motives.
Civil Defense is the best episode of any Trek show.
