I think the official reasoning is that not enough people used the feature(you have to make one element value higher than the monster's default, which often means deleting all of its natural genes and making an overall worse monstie), but the real explanation is probably that it wasn't finished on time for release

There's several monsters like nerg and bazel that don't have any elemental variation even before it got patched out
