Conceptually, I think Fulgore would add a lot to Smash. He's a mature character (but not too explicit like Conker), he's a cool robot cyborg which there's none of in the roster (I guess there's overlap with Samus), and a fighting game rep. Also he's absolutely a Nintendo character.
The hard part is selling it in the modern day. Killer Instinct is pretty niche these days, isn't it? I'm not too big on the fighting game scene so I don't know if they still talk about retro fighting games outside of Street Fighter 2.
