SI is pretty cool, IMHO they make for scarier "villains" than the old edgelords with katana types we see in VTMB
the gist of it is while investigating suspicious people flagged by PRISM(irregular bank accounts, people who only show up at night for some reason, etc...) the NSA accidentally breached the masquerade and got access to sensitive Camarilla files
this triggered a cascading effect of several different intelligence agencies around the world figuring out that vampires exist, although many of them don't know the true nature of the threat and have wildly different explanations for the conspiracy they uncovered

some are 100% aware of vampirism and its true nature and work with old school Vatican-aligned hunters(I think those techno-knigths that show up in bloodhunt are supposed to be these), then a big one is operation FIRSTLIGHT, a joint NSA/CIA conspiracy led by a former ghoul to hunt and destroy all vampires, other agencies are not fully aware of what they're fighting and call them "blankbodies" (because they don't show up on thermals) and basically think they're living through the invasion of the body snatchers

I think they're super cool concept, some have even adapted weapons to be more lethal towards vampires
