I didn't want to muddy the water, but the test by Monitors Unboxed being referenced in the OP hasn't been corroborated by any other sources. This one here pegs it at 17ms, which is pretty comparable to the OG Switch's screen, perhaps a little faster. And yeah sure, that screen wasn't even particularly good in 2017, and shipping a screen just as slow as that one in 2024 is objectively a poor showing. You know, for people who care about that stuff. But the real headline here is "Switch 2 screen fails to improve on Switch 1 screen", and that's just not going to upset the average person. If it did, they would have already been complaining for years.
