Both Hunted and High Seas are currently in print. That means right now more is either being made or is in transit to distributors. What happens after it leaves the printing facility is not in LSS's hands. There's been massive market manipulation lately, coming from distributors parking their ass on palettes, claiming "there's just not enough to go around." Again, a short coming of the system being gamed, not the people supplying the game to the system.

LL is being forced because they are trying to prove, or disprove, the validity of the living legend system and see if a format can support itself. It has been called into question recently if they should even continue with LL at all, and they've said they need to prove it doesn't work first before trying anything else. The secondary reason they're doing this is because they blew their own foot off with Aurora, the sweetheart you see here that didn't even survive a fucking year of seeing tournament play. They were banking on her being around for the next three years, you can tell because their on-boarding product was hinging on her simplified 'go wide' strategy, just like ninja use to serve that purpose when the game launched. In order to show their customers that did hop on the shooting star only to see it tragically crashed into mount heroic eight months later they have invited them to continue enjoying her in the living legend format, that will be seeing official seasonal play not and at major events (that's the forced bit.) Will this work in getting more players engaging with LL or will it blow up in their face? Time will tell, I'm leaning towards LL being LL'd in the next two years.
As for Blitz being neglected, it's for absolute bloody good reason.
