Tenna, or the TV itself, has been there the whole time and saw everything happening to the family. The world was created by Kris, and thats their memories. They had fun playing games, they had fun watching shows with family and friends. But they also tried to shut it all out by just watching TV while the grown ups were fighting. What else is a kid supposed to do in a situation like that?
"The family is fighting again..." is said by Tenna during his crashout / DOOMBOARD part, and its clear - he's referencing that Toriel and Asgore are fighting again. "I'm sorry about the pipes" could refer to Asgore being a shitty plumber and trying his best, but that's speculation.

Its mainly a bunch of random dust and those weird wobbly bits. There is what I can only think of as liquid darkness pouring out of the eyes. You run through all of it with not a lot happening, until you ride down the long slide / cliff and enter Castle Town. Which still begs me the question who created that fountain. Or how the heck Ralsei exists.
One theory I've heard is that Ralsei is the leftover fur or the emotional bond from Kris, manifesting into the Dark World.
