They should force all players to put in proof of that their currently enrolled in a vocational program or employment. These games trick NEETs into having a purpose while they're making no progress IRL. It's a trap that many fall into and the prospect of making a career out of gaming only exacerbates this problem.
Even if they're too old or not gud enough, the possibility is there and that's enough to trick a NEET into sinking all their free time and energy into a pointless endeavor.
If prohibiting NEETs from multiplayer games is too harsh then remove the ability to use social features in the game.

It has to do more with setting yourself up to long term comfort or satisfaction. Not achievements bound to game servers, a computer, and an internet connection. Take these things away and these gamers have nothing left but wasted years.
