Catti and Jockington are both on the "Very interesting" list of names during Vessel creation and Catti seems to be a part of the Weird Route if the Sword Game is a premonition, and both of them appeared or were talked about in the Sweepstakes unlike the really minor characters like MK or Snowy
Plus even with his, speech, quirk, Jockington comes across way more like a character in chapter 4 than in chapter 2 since now he's actually talking about what's happening and his opinions about them instead of just making bizarre sports metaphors
