Whether we like it or not, some people are just not smart enough to control themselves. One such example is drunk driving, as it's still one of the leading causes in traffic fatalities.
Authorities and "better people" have to enforce some things. Not everything, of course, but many things have to be enforced otherwise people wouldn't do it on their own.
In some minor topics, this simply leads to greedy companies just taking away a product you have paid for. In more serious cases, it leads to death by negligence or malpractice.
However the core idea remains, people MUST be regulated.
