Most of the low sunlight area is either uninhabited or sparsely inhabited. And while the most inhabited areas aren't exactly Africa in terms of sun exposure, solar is still viable there. Especially in the more southern regions, where I happen to live. In fact, there are some solar panels in my city, although most are on street lights, with the largest ones I've seen being located on the roof of a bus station convenience store, so it's nothing serious.
