Deltarune has a different history to Undertale. It's more likely that magic just stopped being used in Deltarune. Plus ghost monsters exist in Deltarune, as well as fiery elementals.

And yeah, Frisk didn't get her clothes changed, and the UI is the same. Also Gaster studying Dark Fountains, too.
