Like how Stormcast have Chambers, I reckon they were going for that with Space Marines. Basically Vanguard would have been their own mini army within the Grand Alliance.

Ironically AoS saw a lot of the 2nd edition Stormcast in robes get squatted for 4th edition whilst the 1st edition ones were resculpted for it.
