The chapter 4 suselle scene was probably much longer but Toby Fox at some point (wisely) realized that the vast majority of players wouldn't really care much to sit down and watch an extensive shipping bait scene. Even in the final version you can pretty much skip all of their interactions if you make noise quickly. Toby is VERY considerate about pacing, and I think he understands that a lot of people playing the game don't really care much for the Susie and Noelle stuff.
