Why did the movie act like Arthur Leigh Allen was definitely the zodiac when he was exonerated by the DNA evidence?

Clearly it was this guy, who is he? Why didn’t the police arrest him?

Also I’ve never read Graysmith’s book. Did it straight up name Allen as the killer or use a fake name? Seems like something he could get sued over
