we just were looking at a top 10 oguri that used 0LB Tazuna. Yes it's a good card. It does a lot of good things very well.

1. Instant Mood up right at the start of a run the first time you train with her
2. Consistent free mood ups all run long including on demand
3. While she can't go Rainbow, she has an effect almost as strong as a Rainbow that works on literally every training and is active from turn 1. It's sort of like having unlimited Priority and 100% initial friendship.
4. You can do her Dates which combine like 3 turns worth of utility into 1 turn, often being energy restore + mood up + stat up + occasionally things like guaranteed status heals, all with 0% chance of failure so no night owl. The dates are in a predictable order so when you learn them it is easy to route runs around them, 2 and 4 are the status heals.
5. Her given skill is Focus/Concentration, a universally useful skill that a lot of global players underrate due to the vague description not explaining how it helps you in every single run guaranteed
