Gourmand is good for mile late or end runners, Hydrate for pace chasers, shake it out works for everyone as long as you've proc'd at least three skills. Though 777 is better in that regard. Basically if you're running Mile, medium, or long pace or late it's a decent option for recovery skills early on before you can specialize with more dedicated skills from cards, or have multiple options available.

A fresh new acc on jp servers running haru in the latest scenario can get her past SS and into U ranks trivially
Later scenarios give more skill points too which turn into more skills which are more white sparks and make for far more important parents than 9*s
In summary, your current good veterans will never be taken away from you but the older they are the weaker they are too, this balances needing to farm for sparks with soft resets multiple times per year so you’re never years behind farming wise
