For one, it's a school setting with schoolgirls. It's already well-established that Valve hates those. For two, aside from the dating sim, a core mechanic is taking lewd photos of the girls, similar to gravure. For three, there's a loli, who you can do all this with. Steam has banned games for far less than what's on display in LoveR Kiss before, including a version of Tokyo Clanpool with 80+% of the lewd content removed. And that was before they got by VISA/Mastercard and forced to update their policies again and delist a whole bunch of games. They're probably even WORSE now, if you can imagine it. Gal*Gun is a game with a fairly similar premise to LoveR Kiss and Inti Creates recently just flat out said they don't expect Steam to accept any potential new Gal*Gun game. Maybe you don't think there's anything truly objectionable in LoveR Kiss, and neither do I, but we're talking about Valve/Steam here, and we can only go off recent precedent, all of which suggests Steam will nuke this game on sight.
