Cut as a Bug type makes little sense, since the point of Cut in map mode is to get rid of bushes and little trees, and a bug wouldn't be able to do that.
There *was* a Bug-type Pokemon with a scissors theme in Gen 1 (starts with an S), but it was too big to look like a typical bug, so more of an outlier

Seems like the person you're quoting meant someone else with that expression, but yes, I have seen some mean things said about Hisao's behaviour and they don't really ring true with me, Hisao is immature (perfectly normal for a 17 year-old) but never outright immoral. Especially because it takes some form of power to be evil, and he's usually quite powerless
