Well it was more how cold blooded Claude was being. From Claude's perspective, he knows Edelgard's war doesn't just stop after the Kingdom and Church are subdued and so an Alliance is just bookmarking another war. And annexation into the Empire is not on Claude's menu so better to weaken the Empire on his way to wipe out the Church.

But from the perspective of his boots on ground allies, Claude just sent his own allies into a meat grinder. The Empire just bailed them out and Claude left them ass out, making him look like a monster.
