Ingrid is an strange character. When you write it down, Ingrid has a lot of plotlines connected to her. There's the Tragedy of Duscur and her loss of Glenn connecting her to Dimitri and Felix. There's her racism towards Duscurians connecting her to Dedue. There's her love of chivalry and knighthood connecting her to Sylvain, Ashe, Felix, and Dimitri. And there's her needing to marry to save her home connecting her to Edelgard's war.

From Claude's perspective, he knows Edelgard's war doesn't just stop after the Kingdom and Church are subdued and so an Alliance is just bookmarking another war. And annexation into the Empire is not on Claude's menu so better to weaken the Empire on his way to wipe out the Church.
