I don't think the Demolition Man idea works for Duke just because it's too boring for him but for what is worth I think Forever wanted to do that but they were afraid of actually committing to the joke. Duke is still the biggest hero in the world who makes every woman instantly pregnant just by looking at him and makes all men turn into cucks, his name is all over the place and he's effectively the center of that universe. The president is the one guy who disagrees and he literally only exists so that he can get punished for not thinking Duke is king.
