Don't think it's ever said to be a live reactor, just that there's high pressure (and probably still heat and other hazards) inside the reactors even when shut down. And we have ways of getting inside active nuclear reactors without having to open up the whole thing, so a hatch into a plasma reactor doesn't seem out of the question either.
