Paneling and flow in manga are really vague concepts. People on /a/ do talk about them but everyone seems to have different ideas about what constitutes good paneling. I'd say the anime terms you mention can be more concrete but you see a lot on /a/ people not being able to agree on what constitutes good animation. People don't like to believe that even the technical side of art like this can still be even somewhat subjective.
