Cars replaced horses, not bicycles, and most every city in the late 19th century/early 20th was crammed with horse and buggy (some exceptions, like some European cities or Hong Kong) before cars.

It's why sidewalks were invented, the streets were completely disgusting with water pooling and horse shit everywhere and was elevated slightly off the ground.
