The breeders and the uranium are dual-use - if you let them run longer, you get weapon's grade uranium and if you cut it short, you get uranium fit for energy production. The agreement was that they'd let UN inspectors check that they weren't trying to get the hot stuff, which is the agreement Trump ripped up. The infrastructure then bombed by his DEI hire were these breeders.

As for the Mutants - they shouldn't care. Their emergence used to be directly connected with the increase in atmospheric radiation, be it through nuclear weapons or civilian energy infrastructure so either one is fine by their count.
