I think Toby knows what he's doing and he's done it well in Undertale. But it really sucks that the most autistic fans AND haters take what happens in UTDR at face value. Instead of thinking about what they mean and way they're trying to say about video games and the way we interact with them.
Because Toby isn't saying "violence in video games is bad/you're evil for being violent in video games". There's no simple way to explain it, but I think "attaching yourself to a work of fiction without imparting any of its messages is akin to commiting violence on the world" is closer to what he wants to say.
That is to say, Undertale and Deltarune are very transparent about being video games and the characters not being "real". It's not saying committing violence on them means you're commiting violence on real sentient beings, but it is criticizing you for not engaging with the story it wants to tell.
It wants you to care for this work of fiction AS a work of fiction, because fictional stories are worth taking seriously and engaging with beyond a surface level. Caring about the characters and relating to them is one part, the Watsonian perspective. But you still have to understand it from a Doylist perspective, that everything that happens is in service of a greater point being made. No decisions are made in a vacuum. When you respect the story in that manner is when you become like Gigachad Gerson, writing his own take on the story he likes and encouraging others to learn from and take inspiration from him.
