There's an entire category of anime that's basically hentai without the nudity, and I've seen hentai that has better plots. It's now bifurcated into safe prudish stuff that doesn't even have upskirts, and softcore bullshit where the plot is a flimsy excuse to jam in as much booba jiggle as possible.
Sensual scenes to motivated the plot forward and shows that were about sexy women (Bubblegum Crisis, Dirty Pair) at least had plots and weren't about how many times you could squeeze in an ass smack.
