The only good reason to have wheelchairs in a medieval fantasy setting is if they have some kind of anachronism where one race or faction is more technologically advanced than the general population, because a medieval society wouldn't really have the material culture to produce a wheelchair. What's more, a person bound to a wheelchair could simply be healed by magical means in a fantasy setting.
