In my experience the Soviet issue is basically a late-war ism, me and my friends play a mix of mid and late and have more allied players than krauts, and I find the mid war soviets have way less of the issues plaguing late ones (IS-2's and T-34's with good ratings are super overpriced, is a big one)

Outside of the Soviets kinda getting the short end of the late war stick (and they do still have viable lists, just not what you'd go to immediately if you think bagration/berlin timeframe) late war's decently balanced, and mid plays fine as well
