I checked the eShop the other day and it appears only this Pakotime games place is the only one still putting out AI boobs. Red Deer games put out a "Hentai Girls" bundle and the latest one released a couple days ago is actually only rated T, ending with the characters in underwear.

If you see Rated M with Nudity as the descriptor, at some point you'll see bare boobs. Partial Nudity means they're covering themselves or have a convenient light beam.
