I think a lot of it is less the content itself and more the fear from it coming from an 'unknown' developer. If it was bundled in a AAA game (like you said, Cyberpunk) they would be far more lenient with that content.

I think that "Unknown developer" aspect makes them worry that some devs are gonna go radical and start sneaking in illict porn, doxxes/bomb instructions, or start advocating for real-world violence. a very real possibility given some of the nuts I've seen on gamedev twitter, weirdly high amount of pro eco-terrorism devs who sometimes let that leak into their games.

Wheras developers and publishers with hundreds of people on board have experience, are 'trusted' in the industry, and (theoretically) have a ton of checks and balances to prevent stuff like that from being included.
