I don't think even Guel is a problem as such. His job is to be there to show why Miorine was wrong to think she could replace Suletta as her partner (as in primary ally) with someone who has resources and no emotional connection with her.

The real problem is episode 21 not being sufficiently clear about Guel fucking up the stand-off with Shaddiq and not showing enough of Suletta helping the survivors on the ground. The latter is a major turning point for her character, but it happens mostly off-screen and is handled pretty stupidly because they needed to shoehorn Petra in to justify the upcoming Lauda drama.
