Agree. They easily could as well. 3.5 had the Magic Item Compendium which revamped the loot system with item levels and expected PC wealth at different levels. I think it's yet another matter of WoTC having a golden goose and being too afraid to do anything to rock the boat. Or just pure laziness and incompetence.
