What's the deal with the harbinger of doom? He's got this special ability but he only joins flagellants who already have 6++ and 5++. Granted the specifics are slightly different but having to leadership test to upgrade it to 6++ on all attacks (versus just non magical) and 5++ against enemies with fear or terror just doesn't seem that impactful.
