If it applied to ALL migrants regardless of the methods in which they used to cross the border it would have said that, instead it focused on the narrow group of "PERMANENT RESIDENTS".
This is why when SCOTUS makes their new ruling which will be the first on CLAUSE 1 of the 14th Amendment since 1898 it will either effectively overturn Wong Kim Ark or it will reaffirm what Wong Kim Ark said in that Illegals are NOT under the umbrella of the 14th Amendment.
