True Princess Arcueid would be stronger, yet Arcueid's true power cannot shine in a Servant container. Her profile makes it clear that Saint Graphs can't contain the Celestial Egg. The world's backup won't matter because Beasts can eat the whole world and undermine the Counter Force by existing. Without that interference Draco just has a larger bulk as a first class planetary saint graph equipped to submerge the entire Earth in sin.
Indra doesn't display a planetary-scale purge like Noah so he's mismatched.
