Emiya was an exception. He was only a heroic spirit because he was a counter guardian due to the faustian tier deal he made with Gaia. Under normal circumstances, Emiya would never be summonable. But the necklace that Rin wore was a catalyst that allowed Rin to summon him despite him not being a real heroic spirit

This event had a horribly slow start but the story really picked up once we got to the individual doujins, caught up with it, looking forward to the next segment. Shame there's no nodes worth farming in the meantime.

Gods still can't be servants without particular exceptions. It just so happens that exceptions are plentiful, usually by a god being a divided spirit, having a human host, or just being the lowest possible grade of god (like Stheno and Euryale).
Servant memories are a shot in the dark and losing them is "expected and usual" but never guaranteed. Still happens even in F/GO though.
