Several reasons that are honestly kind of obvious.
Having them across multiple years lets you have a throughline narrative to play with. Chloe is Avenger because of the resentment she had due to Illya getting a swimsuit first.
They typically try to avoid artist overlap, and intentionally spread out the appeal of the characters in each Summer so that there's something for everyone. Having three Prisma servants in one summer event would be kind of insane. Even the Sakuraface themed Summer didn't have that many Sakurafaces because it had a bunch of other stuff too.

She has always been the kind of girl that will overbearingly help you with things if you need it. Nothing about her characterization in the recent NA Summer was wrong. I do wish she had more My Room dialogue that wasn't about editing but thats about it
