It's because it's a relatively small, niche game in a niche sub-genre of a niche genre. Traditional fighting game players call it a party game, only to get their assholes gaped by gold players on ranked and uninstall - if they install it all. Smash players simply won't play or discuss platform fighters that aren't Smash, whether it's Ultimate or Melee, with the exception being PM players. It isn't Melee, so Melee players dislike it. And 4 and Ultimate are so far removed from Melee and even Brawl that it's difficult to discuss how hard people who play them get filtered by other games.
A competitively-oriented platform fighter that's essentially still in early access in terms of singleplayer content only appeals to dedicated players, which is why the playerbase is what it is. There's only a few thousand people who actively play RoA2, but most of them really like and advocate for the game because it appeals to them and the developers are very pro-consumer and pro-player.
