Making her blush with a confession would be a tougher one. I don't think it would be viable on a first meeting short of managing to encounter the arm before Reimu and saying that you had been scouring the lands to find her and confess your love to her. That's mostly a matter of how much it would catch her off guard, seeing how she operates under the logic that humans and oni have to be enemies. You'd need to find a way to get into Avici on your own as well, in that case, and if there's even a bit of dishonesty in your words, you'd likely end up dead for your trouble.
