I've been reading more into it and I firmly believe now Alphys is taking care of Susie, also Alphys seems pretty desitute as well. She is either something like an aunt, or she had to take her in. Seems pretty obvious when she was embarrassed to approach her by the apartment, and the fact that Alphys was worried about what Susie thought as far as the punch mixture goes. She takes care of her but is afraid of actually telling her what to do.
