The way that I see it is, Hes allowing Satan his rule over the earth for a time, to give people who have turned away from him a chance to find him again. He knows our pride is so strong that it would take so much pain to change our hearts but he also knows this pain will not ultimately destroy us. Basically god loves us and is giving us chemo therapy in an attempt to wake up the consciousness of Christians and good men. When things are good people get lazy and develop bad habits. When times are bad people learn to shed their bad habits in an attempt to live, ofcourse not everybody does this but the fact hes giving us a chance shows he is all loving.
