In the same episode the Perfect Strike's anti-ship sword fails to do anything to the Calamity's shield (>>23393611), so I think that's just Fukada power levels in play both here and when it comes to the Armory One battle. After all, the Sword Impulse also gets one of its anti-ship swords broken in half when it clashes with the Chaos in mid-air.

Could be. Seed is sort of known for being vague about the technology, there's certain some odd examples here and there like the Windam having VPS or not. There's even that one databook entry that sounds really apologetic about the Windam's performance and hypes it up a lot, even though they drop like flies throughout the show. All I know is that anti-ship swords are basically meant to be stronger than a standard beam saber, so maybe the capacitors help with power delivery and keeping voltages stable. Capacitors have additional function besides just being a short term battery, like being available to help jump-start systems that draw a lot of power when turning on.
