Well "level design" means you're designing a level, implicitly for a given purpose. You design a map and, in the case of an action game, different encounters so that the player can go through them in a certain manner.
If you make some maps without thinking about what the player is going to do in them, then put a level based structure on an otherwise conjoined world design... you're effectively not designing levels. You took some maps and then remixed them.
