The only one I can think of is THerta
Her enhanced skill activates twice but the first activation reset 'Inspiration' so the second one hits like a wet noodle
Of course, characters that gain certain benefits from using their skill have uses for Cerydra (i.e. JY, Acheron, Feixiao, etc) but the gain is so minimal that you're better off using their designated support
It's not like they won't ever release another skill DPS so might have to pray that the next one is soon AND good.
