Really the problem is that the show never gives a substantial assessment to the possibility of his method working, we get some form of it during Leloiuch's reign as Emperor at the end of R2, because SAZ was suppose to be the first step that never came to fruition and his focus was entirely on capturing Lelouch in R2. The show makes it clear that Suzaku's reason for his actions was immense guilt and not wanting to make the same mistake as well but since Geass has a primary audience of retarded teenagers and unironic self insert fags who make shit like this >>279616308 it goes over their heads.
