pawns won't engage in recreation types if all required capacity for the recreation are 0%, check their hediffs, sight is 0% for blind pawns and disables several different activities that only use sight
iirc they can still stargaze without sight, but the recreation gain from it is reduced since sight plays into the equation, but the enjoys outdoors capacity allows it to still trigger, but don't quote me on that, it's been a while since i fucked with job mods, and recreation scheduling uses a lot of the same functionality as the job scheduler
